Approve Approval

Approve a pending approval. `hire_agent` makes the agent `idle`. `budget_override` sets the agent's monthly budget to `new_budget_cents` (integer cents) when given; otherwise a non-zero budget is raised to this month's spend plus the original budget. A `paused` agent is then set back to `idle`. `action` approvals only record the decision. Any member may decide; 400 `ALREADY_DECIDED` if it is not pending. Publishes `approval.updated` and `agent.updated`.

Get Approval GET

Get one approval with its payload and decision. Answers 404 `NOT_FOUND` when the approval does not belong to this company.

Reject Approval POST

Reject a pending approval, with an optional `note`. Rejecting `hire_agent` terminates the proposed agent; rejecting `budget_override` leaves the agent paused. `new_budget_cents` is ignored. Any member may decide; 400 `ALREADY_DECIDED` if it is not pending. Publishes `approval.updated` (and `agent.updated` when an agent is linked).
