Create Company Project

Create a project in the company; it starts `active`. `monthly_budget_cents` is in integer cents (`0` = no limit). Publishes `project.created`.

List Company Projects GET

List the company's projects, oldest first, with task counts and spend. `tasks_total` excludes `cancelled` tasks; `tasks_done` counts `done` tasks. `spend_mtd_cents` is the cost of runs on the project's tasks since the first of the current UTC month, in integer cents.

Get Company Project GET

Get one project with its task counts and month-to-date spend. Answers 404 `NOT_FOUND` when the project does not belong to this company.
