Heartbeat Run

Extend the runner's lease on a running run by stamping `heartbeat_at`. `runner_id` must match the runner that claimed the run. 409 `RUN_LEASE_LOST` means stop work: the run is no longer `running` (cancelled, expired or finished) or is held by another runner. Publishes no events.

Get Run Context GET

Get the same context `POST /runs/claim` returns, without claiming the run. Use it to inspect or re-run a run: the run with its transcript, the agent and its manager, the company brief, the task with its comments, the task's goal chain and project, and `lease_seconds`. Answers 404 `NOT_FOUND` for runs outside this company.

List Approvals GET

List the company's approvals, newest first. Filter with `status` (`pending`, `approved` or `rejected`). Types are `hire_agent`, `budget_override` and `action`.
