Pause Agent

Pause an agent so it is no longer woken by assignments, routines or claims. Fails with 400 `INVALID_STATE` for agents that are `terminated` or `pending_approval`. A run already in progress is not cancelled; queued runs stay queued until the agent is resumed. Publishes `agent.updated`.

Update Agent PATCH

Update an agent's profile, manager, instructions, capabilities or budget. Only fields present in the body are changed. A new `reports_to_id` must be an agent in this company and must not create a reporting cycle (400 `ORG_CYCLE`); `null` makes the agent a root of the org chart. Status is not changed here; use pause, resume and terminate. Publishes `agent.updated` when something changed.

Resume Agent POST

Resume a paused agent, setting it back to `idle`. Only `paused` agents can be resumed (400 `INVALID_STATE` otherwise). Resuming does not decide a pending `budget_override` approval, and an agent still over its budget is paused again when its next run finishes. Publishes `agent.updated`.
